Well then narratively maybe oda just makes sanji a conqueror and it stops there... if doffy can unlock coc by rage and wanting revenge lol whats stopping oda from saying finding the all blue is indeed a ambition worthy of being a king 
Oda hasn't been consistent regarding haki anyway
But people who are coming up with arguments to say that oda laid down clear hints for sanji to be conqueror like luffy and Zoro are straight up making things up
i can agree somewhat it isn't blatant like luffy and zoro but narratively speaking i think his story with his family/chasing all blue is enough. I can't really see any other way judge gets absolutely proven wrong by the end of this besides the one son he disregarded,hated,and kicked out is a conqueror,that lack of emotions that he took away from his other children is what makes sanji different and a king. Rather or not he get adv coc afterwards idk oda randomly made him bring up his haki when he used ifrit so i wouldn't but it past oda tbh.
You know with the latest chapter of Garp vs Kuzan, i'm starting to think Mr Morj's theory on who and who doesn't have CoC may be true.
Which is that CoC Haki users have a trait of not backing down or backing out. Sanji isn't really that kind of person. In contrast to Zoro, he was introduced to the Baratie Arc, asking him why he would exchange his dream for his life. Sanji resigned to his fate in the face of Big Mom and had to be convinced by Luffy to be given the courage to fight back, he couldn't do it on his own. And then during the Wano Arc, he resigned and backed down again from Black Maria and instead asked Robin for help.
Similarly, i don't think Blackbeard has CoC Haki either, considering how much he backs down from hard fights and runs away from stronger opponents.

Here is the thing - if oda really wanted to take haki route for sanji then there was absolutely no reason for Oda to go for RS route.
Sanji at WCI was totally against RS. oda could have easily build on this and give sanji haki in wano because oda made sanji clearly say - he won't use it.
But nah..he actually made sanji use RS and then awaken his exo.
