See where you are coming from, but they don't really have active beef with anyone, they don't want to get revenge on Shanks (where do you got this from?) and in general that would be far too much recycling of characters and a lot of those candidates you mentioned would not even like to fight the Strawhats for example.
Buggy already says, that they do not need to defeat them all, which imo is Oda's way of telling us that he will find a way around all this and a very plausible way around it, is a Davy Back fight. I think they likely going to intercept the Strawhats after the SHs surpassed both the Redhairs and the BB pirates and then they set up the Davy back fight in order to get everything at once or something like that.
We could have Mihawk vs Zoro in one of the three bouts, Crocodile using all of his powers in a challenge from one of the other two rounds and everything else that's exciting and needs to happen.

If Mihawk gained his reputation from hunting down marines, why did he stop?
If he supposedly always seeks thrilling challenges, there is no stoping you from forming a crew and taking on higher and higher officers, stronger guys in the marine organisation.
Mihawk, were he truly a conqueror and true seeker of challenges, should have formed a crew, kept doing what he was doing and not accepted the warlord position
That would have been consistent with what his fans want him to be.
The reason Mihawk joined the warlords (for no apparent reason) is he doesn’t want to bite off more than he can chew.
So where exactly did he fall short? Was it Garp? Or Sengoku? Did the admirals scare the bejesus out of him? Maybe it was Tsuru? Or some lesser ranked Vice Admiral even
That Mihawk has conquerors haki at any rate is definitely out of the question by now though
