I mean as a character he is shallow. He enslaved a country, wanted to create a war and die.

doflamingo is greedy. he does what he does in pursuit of fortune, comfort and luxury. he wants the lavish lifestyle of royalty he once had, and feels no empathy for anyone who stands in his way. kaido wants war and destruction because he finds it fun, no villain is as evil as kaido in one piece.

He enslaved people to produce weapons in Wano, and the world's Kairoseki originated from Wano too, Doflamingo was just a front and functioned as a salesman for Kaido who was the main supplier of everything that is one of the reasons why CP- 0 went to Wano.
Not only that, but Kaidou would go crazy once and for all in terms of enslaving people, he would even put children and old people to work. The weapons that Doffy provided the world to continue endless wars originated from Wano, Doffy didn't produce them it was all Kaidou.
No, he wanted to conquer One Piece, he wanted to create a pirate empire for ALL pirates in the world, he was aiming to claim the ancient weapons the greatest powers in this world and finally conquer the world by plunging it into war don't you think that's too much more insane than just acting as a vendor in the underworld? Go head-to-head not just with the emperors' big fish but with the whole world.

I mean this part is relative both for me and for you and that's why our opinions vary and this is quite common, for me personally I don't find it more impressive than mothers themselves taking the lives of their newborn children in Wano due to lack of food and clean water and why? Kaidou.

i don't think he takes pleasure in making people suffer, i think he takes pleasure in feeling superior. he is narcissistic just like the other tenryuubito.
the difference for me between the two is that kaido wants war and destruction for the sake of war and destruction, for the fun of it, doflamingo is just greedy and narcissistic.
