I don't agree. The Admirals are losing to people like Morley, who stabbed them without even unleashing half of his power. It shows that Admirals are only blessed with powerful Devil Fruits that do all the work for them. Without their Devil Fruits, they are just average fighters in terms of Haki, on the level of a Yonko Commander at best. Meanwhile, Mihawk and the Yonkous are like gods.
