There is a lot of truth in your point, but from other hand do you think that Shanks was big fan of Roger's Pirate Era, that he created? Look, Shanks is someone who is trying avoid conflicts. In MF he come to stop the war, while Luffy and Roger only keep spreading chaos. Chaos is not something that Shanks desire. This is why Rogers ideals are opposite to his own. But he pretended to be pirate like Roger so Roger give him Straw Hat. There is a reason why Gorosei decided to talk with him at Reverie
