Admirals rely heavily on their top tier dfs which is great to decimate general public and islands but utter shits againts fellow top tiers and even high tier characters can stall them on equal 2v2 footing given the condition such as this one. they just dont have concentrated attacks (haki ones, especially) that are strong enough to quickly put down high tiers.
