General & Others Warlords Paid The Government In Exchange For Exoneration

A major misinformation I see used in arguments everywhere is that the WG was the one handing out paychecks for the Warlords
That's pretty much not the case and was explained when the system was introduced back in chapter 69

The WG is the one offering Shichibukai positions to pirates though, also pointing out the importance of having access to their strength for the sake of balance, to a point even one Shichibukai seat being vacant troubling the Gorosei. Even after Crocodile and Doflamingo turning countries into pirate paradises, which served as an argument for abolishing that system, both the Gorosei and Fleet Admiral Sakazuki were hesitant of truly abolishing them.

Paying the WG a small share of their loot while basically having immunity from being targeted by the Marines and essentially being able to take over and exploit entire kingdoms, which would in turn massively increase their profit as compared to not being affiliated with the WG, is quite a premium position to be in as a pirate.

It was always dumb for people to act like the WG hires the warlords because they don't wanna deal with them any longer.

Prime WB, Roger and Mihawk all choose to evade the Navy if it was possible.
People need to realize that the WG is the far strongest organization in the world and no one is even close even if the 4 yonkos combine there strength they would be equal to the Navy HQ

We already saw WG giving the invitation to join the warlords with Jinbe and Ace(not aure)... Boa was also given that in exchange for not going after Amazon lily citizens.. So it is the WG who wants that.... Nobody argues about getting paychecks... It's just about not pursuing them or their associated partners and businesses.

Give and take relationship. The WG gets their power when it is needed (Marineford war) and I guess they occasionally have to bring down some pirates (see Mihawk hunting fodder Krieg) and in exchange the warlords are given a lot of privileges too, not money but even the WG close the eyes on how they took and govern an entire country (respectively Croco and Doffy) and of course they are left alone by the marines which is also a bonus (see the fleets sent after Mihawk, Boa etc. when the shiki system was destroyed).
