It's more about how Oda represents female characters, so let's not make it a male-female stereotype thing. If there's feminine looking person playing with butterflies in a garden in Oda's work, the chances of it being a female are substantially higher than the other way around, so, many assume Im's a female.
I hope Oda goes the direction where Lily and Imu were just friends that had a falling out and that's why the Nefetari family didn't join the rest of the World Nobles.
