During Dressrosa Fuji did not let the people die to prove a point, that arc was a character arc for him because he realised how far the WG goes and what they think of human lifes. What did he do? He reacted immediately by exposing the WG's doings to the entire world instead of covering it up!

And last chapter we were shown that Karasu wasn’t touching the CDs and just working on freeing and protecting slaves, however, the one to jump in and stop him was Fujitora again.
We have read a different chapter then. Last time i checked the revolutionary army invaded so they attacked while the Admirals defended and the fight scenes even proved that.
- Karasu attacks with his crows while Fuji defends.
- Morley attacks and destroys the town by stabbing Ryokugyu while Aramaki defends.
Fuji deliberately fights half asses to allow the Revos and escape, watch how that will be confirmed.
