I'm sure he did plan the most important points in the story, but had to fill in the rest, if I had to guess some things that where thought up very early:
- What is the One Piece
- The 5 East blue Strawhats
- The concept of the Shichibukai
- The concept of the WG
- Roger, Whitebeard and Ace
- Whitebeard and Ace dying halfway
- Blackbeard being the final villian

I'm almost certian most of the WG and Marines details weren't thought up from the start.

They think Oda plans every line till the end. Lol, planning is all about keeping the story together. Like how he linked Skypiea and Wano with Oden's writing on the Poneyglyph. This is planned. You cannot plan everything but Oda does plan most of the things or else unplanned shit won't be successful.

No it’s a not everyone has the same mentality. Some people know that they wouldn’t be able to handle the guilt of causing someone’s death even if it was to save someone else’s life. Possibly leading to their own suicide or the destruction of their own lives due to PTSD

By oppressive governments, revolutionary armies are often accused of being terrorists, which they in fact technically even are. They destroy civil infrastructure, attack supply ships and (try to) assassinate government representatives. They're illegal paramilitary organized forces with political goals, even that should be enough. So in order to get rid of a terror government they become terrorists themselves. Given they succeed, they would build a terror government too, sooner or later. Best for Dragon's RA would be when their new government gets usurped/couped by another group that wasn't busy killing people over the last decades.

Dragon want to overthrow WG and become Tyrant himself .

I wonder what are his plans for post WG world
