Well, Jack's bounty is bigger than his level. Cracker's is smaller than his level.
Big Mom pirates have ruled for decades, thanks to Big Mom. All her kids mostly didnt have to do big feats to prove their worth, all they had to do was go for the candies or money of Big Mom in her territories, aka, not big deals. Reason they have smaller bounties.
While Beast Pirates, they are all wild and mostly started with Kaido, heck, Kaido was still gathering power with smiles.

Katakuri is just Doffy with FS(CoC and Awakening) but he has half of his durability and AP. Plus his abilities are not as deadly as Doffy.
And Doflamingo wasn't even Jack's bounty worth.
Jack is someone who is capable of fight an Admiral and former Fleet Admiral without getting murder or captured.

You are making things up.
No one ever said Kata would beat an Admiral. He has the potential if he gets CoC coating though.
No one ever said he would be the new Yonko when Big Mom "retired" or get killed/dethroned whatever.
For whatever reason you are giving his FS 1B bounty, his awakening 56m and then 1m for anything else that had left.
Like I said Doflamingo had awakening and CoC like Katakuri but he was much stronger physicall(both AP and durability) yet he wasn't even worth 1B bounty.

I'm comparing by what Law and Luffy got defeating Doflamingo. Just like 3 Supernova captains got a total of 9bi bounty which is bigger than Kaido and Big Mom back at Dressrosa Law and Luffy got a total of 1 bi bounty which is bigger of Doflamingo adjusted bounty.

The logic is the same at Dressrosa. Marines doesn't know that Luffy was the one beating Doflamingo and not Law + Luffy. All they know is that those 2 captains allied to take Doflamingo down which gave them a bounty worth a billion which is more than Doflamingo worth bounty.
And against Kaido + Big Mom was just the same. 3 captains allied to take both Yonkos down. those captains receiving equal bounty worth 9 billion which is bigger than Kaido + Big Mom bounty.

That is what I said... they just received a bounty for their alliance to take down Doffy, Doffy doesnt have a current bounty that will show how much did Luffy or Law needed to have.

Sanji and Zoro bounties makes no sense. Specially Zoro. I guess Sanji was just to make the gag with Jinbei and Jinbei couldn't have much higher bounty. He being 1 billion for defeating Who's Who is already nonsense. And also Robin being 900 million for defeating Black Maria. Bounties are a total mess right now.
And not every Warlord has over a billion bounty.
Law, Crocodile and Jinbei stopped being a Warlord long ago. Law not that long but this is already his second raised after leaving Warlord system.
Mihawk and Hancock were already expected to be over a billion. Specially Mihawk.
Buggy is just for the gag.

The fact that internally he is seen as their strongest officer. We have no confirmation that Kat ever took part in any battle outside of Totland in his life, so his bounty just comes from his reputation of being one of the three sweet commanders.

It aint always about who they defeat but whole threat they pose. For that reason Zoro and Sanji has lower bounties than their rivals. The same case for Katakuri. Bounty aint a power system where 200 million > 100 million always, since they dont base them using metrics, but what they know.
Jimbei didnt go havoc after marineford.... so there isnt a reason for him to have a higher bounty since he didnt show anything new.
