Even if Imu is the one on the throne doesn't make anything obvious
That panel shows first time Gorosei turning into shadow entity why does it show only 4 of them (considering Imu is the one on the stairs)
Sabo talk about how he tries to take all of them in one attack(the Gorosei specifically) on that panel while those shadows surrounding him, all the shadows shown on that panel likely to be Gorosei as it just matches the context and the number of Gorosei
It could be Imu too, so nothing is clear as of now.......

Though Oda could've gone and eased up a bit on the silhouettes but whatever, can't teach an old dog new tricks

I'm starting to think more and more that Kizaru and Saturn are gonna take a L in Egghead after reading this chapter:
This is because:
It was revealed in this chapter that Fujitora and Greenbull incurred minuscule to no injuries while Sabo got stabbed through by Imu - that means Marines and the World Government got 1 W, not to mention they also killed Cobra. There's no meaning to having the Admirals and the Gorosei getting two wins in a row, therefore Kizaru and Saturn losing in Egghead are more likely.
Before this chapter, it was thought that the Straw Hats would lose because the Revs would get a big win, but really, they only saved Kuma and caused a revolution, nobody important from the World Government's side has had a loss yet, and neither Admirals nor any member of the Gorosei. While Sabo was unable to save and rescue Cobra, a D, and he also got stabbed himself in the process.
Luffy and Co beating Kizaru and Saturn while saving and escaping with Vegapunk will make up for Sabo's failure to save Cobra and not beating an admiral or gorosei member at the Reverie.
Also, with Cobra tasking Sabo to give a message to Luffy and Vivi, and CP0 ordered to make Vivi disappear, and her escape with Wapo - i think there may now be a real chance for Vivi to come back and join the crew since she can't just return to Alabasta anymore when Imu is after her - just like back when Crocodile was after while she was with the Straw Hats. It would also give purpose for Vivi meeting and interacting with Leo and Sai at the Reverie, who are part of Luffy's Grand Fleet - meeting returning Straw Hat member princess Vivi.
