The Gorosei and Imu want to keep their powers as a secret to their underlings, so Saturn can't transform while Kizaru and his Marine forces are around. Once the Marines have been defeated and its only the SHs, Vegapunk, and the Seraphim left, Saturn can transform and fuck them up.

This will allow for Luffy to fight Kizaru first and then fight Saturn

You have three Admirals standing in front of Luffy, who at that point was beyond neg diff for all three of them, and he still managed to break through.

Sabo is at least high tier at this point, if not low Top Tier, and Cobra still jumped in front of the attack so he could get away. Not to mention Wapol witnessed everything which divided everyone's attention.

Don't downplay one situation, and overexaggerate another. Luffys help didn't come until after he already broke through.
