Yes, because he has stronger haki to be a stronger swordsman than Shanks, so obviously he's a stronger swordsman than all the other swordsmen in that picture. It is not a difficult concept.

The whole discussion about "who is a swordsman" wouldn't exist if not to slander Mihawk. In what other manga do people question characters being swordsmen even when their main weapon is a sword and they use all of their abilities through it? You're questioning even Shanks, who has literally only used sword techniques in more than 1000 chapters.
"His technique didn't even cut", good thing Zoro's master gave him a lecture about real sword masters having the ability to choose what to cut and what not to cut, that makes Sahnks a real sword master.

Imo its probably the right way ti go anyway even if they are endgame. You have to consider Luffy's crew, fleet, RA commanders, other Supernova, etc in the equation. All of the God Knights being broken make no sense.
The Gorosei on the other hand 50/50, because you can in theory scale Zoro, Sanji, Kid, Law, Sabo, and a few others to that level if Luffy fights Imu. The rest of the crew can share God Knights, CP0 members, etc. Im not sure who fights Kong, his other subordinates or the Seraphim, but plenty of strong allies may be involved in this case so it wont matter.
