It's time to accept that the Pirate world has always been harmless to the WG. To ask why the WG would be angered by Kaido destroying infrastructure and having them waste resources is the same asking why the Police in our world get angry at violent protestants even though they can easily annihilate them.
In pre ts Garp told us that the balance of powers looked like this:
- Marine HQ + Shichibukai = Yonkou
Then we were shown a war between "
The all powerful WBP's" and the Navy. In this war the only contribution of the Shichibukai was beating up Oars jr and that not even fully as he got up again to move WB's ships to the plaza.
Hancock, Jinbe and Crocodile actively worked against the Navy while Moria was beaten up left and right, meaning more than half the Shichibukai were completely irrelevant.
Yet it ended like this.
Post TS we were told that the Navy grew even stronger and on top of that the Shichibukai were replaced by the Seraphim who are all completely loyal unlike the originals. Most Seraphim are also stronger than the original.
All this while the Yonkou side has gradually grown weaker while the WG has grown stronger.
And i was just talking about the "face" of the WG, not even including Cipher pol, Holy Knights or the Ancient weapon island buster.
It was a wise decision of Oda to introduce this weapon only after the two stationary Yonkou were gone, it would've created inconsistencies.
