Because Kaido is a moron and could still cause a lot of damage if he goes all out.
They're managing a gigantic organization. Kaido fucking up facilities, causing casualities and all that isn't something to wish for.

Ace's execution was a public statement to show the world that even the son of the PK wasnt out of their reach. They needed their full forces to show the world a display of power as they willingly broadcasted the war. It NEEDED to be as one-sided as possible
