That's usually true but mostly when there are only a few forms. Black sperm had like 3 transformation while cell had 2. It's obvious that their power would skyrocket because they couldn't afford to make a lot of forms to balance it out but Sukuna has 20 different "transformations". Imo instead of a lot of extra power, with his full power Sukuna unlocked some kind of extra ability or something like that. You get what I mean?

If you read the manga correctly, you would know that Gojo is not only powerful thanks to his 6th eye, but for that you have to read the speech bubbles of the manga and not just watch them:kuzanshut:
