If you remove Kizaru (if he loses at Egghead) and Aokiji, then Akainu only has 9 "Zodiac" Subordinates.

If you discount the Gorosei and the God Knight silhouettes can be counted, then Imu has 9 knights. Though this may be a stretch lol
