What has he actually done?
Under him everything went to shit.
Admirals in open rebellion.
Revos freeing slaves in MJ.
Sabo seeing Imu.
Pirates closer to OP than they have ever been.
BB going from Shichibukai to Yonko in 2 years without problem.
Aokiji defecting to the enemy.
He built that one base in the New World though so its all cool!
The things that really were important were done by pirates.
Akainu is a background actor, same as Sengoku was.
He is ruthless alright, but that is about it.
I do not think he is retarded. Just a inept.

Although in this instance there is literally nothing Akainu could do, besides ordering whatever likely small and unsubstantial naval forces exist nearby to form a blockade or tail the pirates after they've left (if there are even any marines close enough for this to be a realistic option), the marines are still way less active than they should be (im not talking about the writing, im talking about their in-world effectiveness as an anti-pirate military force). Principal Lakainu is the true exemplar of lazy justice.
Also big L on the marines/wg for not even trying to trick/entrap the warlords while the element of surprise/non-open hostility was on their side.

And x2-3 why didn't they let Mihawk retain some kind of special status? Also, I get that it was a democratically-decided levely thing but the wg/marines could have altered the provisions of the warlord system to make punishing warlords easier rather than just outright destroying the whole system. Yeah, yeah, appeasing the nations of the world, but still...they could have at least tried to send some peeps in to negotiate with the council to come up with a compromise. Hell, even though the marines aren't a nation, they're such an obviously important organization that they should have their own spot on the levely, to represent the extranational, broad-scoped concerns of the world's largest militarized peacekeeping force.
Just claim you're there to discuss BB's ransom or what ever.
Remember, he captured Koby for the WG/Marines to call him the king of Hachinosu or what ever.
