It's the most coherent option because it doesn't makes sense that Guernica survived and the Gorosei almosg confirmed it... Also, Oda didn't made any correction for this and now we are too far to correct it.

When was he on the roof, though? He just straight up left. The only person on the roof who could get that close enough to Gear 5 Luffy to take a picture would be Geurnica, I believe.

I think he could reagroup with Joseph soon because of BMP's plot. We have some kind of plot here.

Also, regarding Maha, we didn't even have seen his face, Oda conveniently still hidding him. Why hide a dead man's face? LMAO.
