The only reason I'm rating Old Garp slightly below Kuzan is because of MF encounter on how BB wasn't ready for Akainu (who is slightly above Kuzan) while he didn't mind fighting Old legends

Per this battle , it seems like Old Garp ~ Kuzan or even Old Garp >= Kuzan

Kuzan hasn’t shown much moves. He threw 1 punch and next thing we know, Garp’s falling on his knees. Kuzan is definitely above old Garp.

If he didn't used awakening and his strongest moves, yeah he didn't go all out.
It is like G2/G4 Luffy beating Garp with adv CoC punch but without awakening.

Without someone helping Kuzan:
Awakened+adv CoC Kuzan>Adv CoC Kuzan with basic df=>Old Garp.
