BBP would still be a threat to the SHs, that doesn’t mean they should be a threat to someone like Garp, and other top-tiers, the established strongest characters in the verse. That would even make little to no sense if Oda sacrifices Garp’s hype for a Franky opponent lol.

If BBP are a threat to SHP, then they are doomed against WG/Marines.
