What would zoro do in his position? Courage wise. That's what I would have expected. Instead, he lurks and let's Kuzan fight, then goes for the weak one the moment garp is away. Powerful and crafty, I understand. Debatably powerful and sneaky is just shit. He won't have CoC. The former wildcard with grand potential basically was made OH fodder for zoro in this chapter.

Zoro would have fought Garp head-on, but Shiliew is not that type of character.
Shiliew is undoubtedly powerful ad will be even more (I think he will kill Ben, sooner or later), but Oda decided to create a character based on stealth, intelligence, deadly attacks and cunning. He will probably be the trigger for Zoro's FS.

This time he just fought someone out of his league.
