A weapon is not by definition superior to a fist at all. For example we could argue that Luffy holding a sword on beginning of Wano actually nerfed him since it is not his fighting style. But whatever we don't need to talk about Kaido.

Well now you are in a difficult spot. How can Luffy be weak if he took down Katakuri in just 13 attacks but Katakuri took over hundred to took Luffy down? But at the same time Luffy that beated Doflamingo(that have cutting abilities which are natural stronger AP) while being one shotted by Kaido?

I dont think either Bellamy or Saint Charlos are helping your case here...
Both are scrubs, that's why they were defeated by a single punch.
Nobody worth his salt would ever be taken out by Luffy's one punch.

Because he wouldnt be able to take out people weaker than Katakuri who are used to getting hit unlike Katakuri who isnt.
It is Katakuri's weakness that he brought onto himself by avoiding the hits. The main difference actually is that one handles blunt damage well while the other doesnt.

Luffy wasnt strong enough to beat Doffy on his own. We both know that.
Doffy takes hits far better than Katakuri. If Katakuri had near immunity to blunt damage he would tank hundred of Luffy's punches too.
Luffy's punches are simply weak. Even Garp's punches are weak and they are far above Luffy's...

Cross Guild Admiral bounties must be scaled up at least couple billion up since they have far less funds than World Government who can afford way bigger rewards for the same strength

So an admiral's real bounty is around ~5 billion

In fact, Cross Guild were willing to increase Koby's bounty level from 100 M to 500 M precisely because he was famous & well known.
Meaning, they too take other factors except Pure strength into account.

CG is just giving out a couple hundred mill bounties in the beginning so that people jump the Navy all the more. If one day someone comes with the head of an Admiral they would just kill him. They ain't paying 3B to a nobody.

In that sense debating about how much funds they can raise is pointless.

FF16 was very FF-like, better than FF12, FF13 and especially FF15 (development time got really rushed after Tabata had to take the project). It's definitely on par with the classic titles.
