Well if there's one thing that Oda has been consistent with in and after Wano, is that he makes sure that every COC-infused attack has lightning trail on your hand or weapons. Don't think there has been any exception since chapter 1010. The no-touch is kinda inconsistent but it's explanable in the manga.
