Kuzan is a more popular character than BB (actually true). He’s also the most popular admiral as well as the one Oda has had planned the farthest back.

While Garp defeat is Kuzan + Shiryu and one also has to consider Garp age - He is older than WB so way past his prime.

Also, kuzan playing role in Garp defeat is oda laying down plot for Coby


As I always say - coby will fight along side SHs against BBP - repeating incident of God Valley (Garp + Roger)

So, by involving kuzan (old apprentice) oda involved Coby (new apprentice)

And, most likely coby will fight Kuzan because of this
