King is far stronger than latakuri so if anything King was YC1+ already. Which make sense cause King was no seling attack that damaged Kaido and will one shot other standard YC1.
And Wano Zoro defeated King while in a pityfull state and on Time limit.
That put Wano Zoro far above any YC1 rank, easily top tier teritory.
So you dont even need to be that smart to know whoever Zoro fight seriously next will be a mid top tier minimum. That is the minimum requirement for shiryu to fight Zoro and his feat this chapter support that too.
Commender level curently are nothing to Zoro even in his sleep. This was proven with how easily send flying Awakened Kaku at least YC2, Strongest Seraphim S-hawk YC1+ run away from him at least twice, Sanji was confident Zoro Can deal with Kaku, Lucci, and stussy at the same Time that is only something you will expect from a top tier.

He had to aim for Koby to land an attack on Garp, Garp confirmed this when he said 'he was aiming for me the whole time'. Shiryu knew the only way he could get that sort of an opening was to essentially use Koby as a hostage.
Aokiji didn't need that sort of an opening so for that reason alone he ranks above him.
I don't see why Zoro fans need to be concerned though, Mihawk is ranked at 600 million higher than the admirals in bounty and Zoro is going to surpass that man, so we know Zoro will be significantly stronger than any admiral EoS.

Shiryu cant beat garp in a fair 1 vs 1 fight at least without showing his full strenght something that is clearly a no for oda cause it will destroy the suprise for his zoro fight once why oda had him deal with garp using his df power in the most efficient way possible changing the tide of the batle while hyping both his lethality and endurence. Mainwhile this whole batle also showed that aokiji is clearly nowhere near healthy old garp's level and was getting slapped around like anyone else the only difference is that unlike the commender aokiji was allowed to go all out and the focus was on him more yet he failled to do anything by himself and needed help from the blackbeard pirates anyway even after telling them to leave.

According to the comment from fodders even them could have finished Garp After.
Like I Say in the previous chapter it is of no use to try to downplay shiryu after what Oda allowed him to do to a 100% Garp.
Aokiji is basically silver medalist at best cause Oda has shiryu damage a stronger Garp while Aokiji failled.
