It's claerly not CoC coating or even regular CoC.
First if it would have been commented on by the other characters if it's true. Oda never misses a chance to highlight CoC use.

Coby has a higher level; Sanji only has basic hardening. I'll bank on Coby's being stronger for now, but lower mastery doesn't necessarily mean lower strength; though it's not like Sanji has any particularly impressive CoA feats in the first place.

Only character capable of comment was Garp and he was busy. But the attack had the same effect of Garp's Galaxy Divide by hurting Pizarro.

Even G5 Luffy is not having it sometimes
Luffy never made the no touch effect without CoC coating. And Hyogoro no touch effect is very small compared to what Coby pulled.

Oda is too inconsistent with ACoC. He should clarify once and for all how he sees it on panel or at least be more specific when X character uses it. So far, Coby doesn't have a lot of black lightning like other ACoC on their first use and the shockwave is that, a shockwave. Dory and Brogy also sent a massive shockwave, are they ACoC users too?

As for those panels you presented, literally in every page where ACoC was used there's the giant Haki trails I mentioned.
Coby attack doesn't have those and looks more similar to that old dude that taught Luffy AcoA. It being a large scale attack doesn't change things. Take for example Sanji; his attacks are usually small in scale but when needed to those same attacks could be large in scale case in point the two cases of Hell Memories against Wadatsumi and Queen.
