Part one would require 13-15 years old actors that are gymnastics or something to do the "ninja moves".
That is messy as hell.
I mean the first part of naruto can be easy in terms of structure on film. Just end the first film after the land of waves arc with a slight tease of orochimaru and the Chunin exam. Second film would be the full chunin exam ending with Third hokage vs. Orochi and kisame/itachi arriving in the village, Third film search for tsunade and Sasuke retrival arc ending with Naruto and Jiraiya going off to train with a post credit scene of the akatsuki meeting, part 1 end.
