Allowing the bare minimum according to one's needs is leftist. The state/government dictates what the private institution can or can't do by mandating things. The institution can't go against the mandates without punishment(unless you bribe). It's essentially saying that captialism has gotten crazy and needs to be dialed back a bit. Bernie Sanders for example isn't anti captialist and just believes Capitalism has gone off the rails and needs to be regulated more.
Socialism is more of abolishing privatization of the means of production to a collective one. Watering things down to “this is leftist”is boring, because capitalism is not inherently against some leftist ideas. Just like authoritarianism can be both left and right wing. I get what you’re saying, but I don’t think it’s “giving capitalism a slice of socialism” because for example European countries do keep private healthcare despite having a universal healthcare. They do keep a private education industry despite having a public one. It was truly socialist those markets would be abolished in favor of public institutions.

regulations being anti capitalist is a libertarian wet dream. One could argue monopolies are inherently anti capitalist as they corner the entire market, regulations against it are probably pro capitalist.

Communist is only ever slightly different that socialism is my point, that hammering a difference is kinda moot when they’ve been used interchangeably for decades. Also I’m pretty sure a dictatorship is possible in socialism.

Circle back to my second paragraph of the post you quoted. Those things are not really socialistic as long as there are private institutions, which most if not all European countries allow.
