Allowing the bare minimum according to one's needs is leftist. The state/government dictates what the private institution can or can't do by mandating things. The institution can't go against the mandates without punishment(unless you bribe). It's essentially saying that captialism has gotten crazy and needs to be dialed back a bit. Bernie Sanders for example isn't anti captialist and just believes Capitalism has gone off the rails and needs to be regulated more.
Socialism is more of abolishing privatization of the means of production to a collective one. Watering things down to “this is leftist”is boring, because capitalism is not inherently against some leftist ideas. Just like authoritarianism can be both left and right wing. Communist is only ever slightly different that socialism is my point, that hammering a difference is kinda moot when they’ve been used interchangeably for decades. Also I’m pretty sure a dictatorship is possible in socialism.
