It's not just bulletproof, it's potential protects/controls too. I mean from my perspective it isn't half as risky as you're making it out to be - it was really between him/ekko/hime, with two scum in there. I decided my strongest town read there was hime, hence the game is solved.
You're misrepresenting the OLF thing - it's way more than 15%. It was almost all negative utility, but the issue was I had little to no way to verify what was being used, which could in the worst case disrupt other town roles in ways I wouldn't be able to reliably clarify. This is just gambling on one read, and even then I figured the game is either over or it's not.

This isn't strictly true - she was low activity there, but in Bleach she had subbed in and used that as cover, while making sure to appear just enough to do her bit. She also leaned into this by exclaiming that she would never play like that as scum.
Here, especially early game, she didn't lean into it, she was completely dismissive of feeling the need to contribute anything at all. That was the foundation of the read, anyway. Since then, I think her claim checks out as plausible and her actual pushes have been well within reason - a very low bar for this town.
