Iirc Luffy should have been using FS continuously after learning it in WCI against Kata. Without indication that he is using it.
I think once they say they are using it, they used it the rest of the fight. Like when Luffy got hit by Kaido on rooftop, he wasn't able to dodge it even with FS. I think Luffy was using it the whole fight.

I still love Tom and Jerry, and think it's amongst the best piece of fiction ever created.
There is a place for everything. T&J is a gag show. One Piece is a shounen about pirates, govt etc with mild gag shows, which in prior arcs were usually not out of place.

The tone of One Piece is wildly different than Naruto or Bleach, where gore and violence is much more cruel and detailed, while One Piece has always been cartoony, even in violence.
One Piece is much more closer to the First Dragonball, around the Red Ribbon Era, with a wider spectrum of emotions.
I am afraid that if you guys keep reading One Piece expecting Naruto you will get disappointed.

There is a reason why Kaido isn't anywhere near the top villain for vast majority of the fanbase. Loda completely fumbled on Wano, the arc is a joke.
