I would say he used against Red Hawk since he dodged because he knew it would hurt as Luffy stated.
Why G4 Luffy would be > Hybrid Kaido if he only used against Snakeman WEAK attacks. Is not like he was getting badly hurt by it he was joking about it. And he didn't used against Boundman.
And again why FS Kaido > G5 if he didn't used it against G5 and G5 beated Kaido with Bajrang Gun?

It’s incomparable. The former (Spandam) almost succeeded, the latter (WsW) never had a chance.
The retcon is far from ok with the consequences it is for the story. The Gorosei became laughing stocks immediately, and the main character’s successes and agency/self-determination were called into question. Not to mention the dread of further retcons of that manner from here on. It’s a legitimate fiasco.
