Also no, Deva Path is not strong enough or restrain him, he needed CT to trap the 8 tails after getting overwhelmed by the 6 tails(which is weaker than the 8 trails btw). My argument rest on the 3rd Raikage beating the Paths before pain goes for the nuclear option

Preta Path would only come in to deactivate his chakra cloak, it’d be pretty much over at that point. His speed and durability gets decreased when that happens. A lot of options for pain to protect Preta and Deva Path such as summons and revives. He can throw a body or two at him early then Preta goes in. Soul rip can 1 shot, a full powered shinra tensei would heavily damage an uncloaked raikage as well. And chibaku tensei is an option if worse comes to worst, once deva gets a safe spot to activate it, it’s over.
