I don't think him going to PSG was bad choice by itself,he clearly needed to go elsewhere,because otherwise he would constantly be in Messi's shadow. It is not like they have huge age gap. He wouldn't ever take his place as the number 1 in the team.

Even with all these injuries ,the moment he returned to the pitch, he was at 90-100% of his game,not needing to time to find his form like other players after injuries.

But i agree that PSG was a better option than City at that point.
Pep didn't do extremely well in his first season in the PL either - Leicester City had that underdog run that year iirc.
Tbf, Neymar also had his own problems - like how he used to miss matches right around his Sister's birthday every year.
But i agree, he would never be treated as the main guy as long as Messi stayed in Barca and frankly by 2016 - it was a case of "too many cooks spoiled the broth" at Barca.
Though PSG is like a Golden Jail, it's impossible to get out of it unless you force a move out like Mbappe is trying to do now.
Stars like Verratti, Neymar and young talents like Julian Draxler, Fabian Ruiz just got ruined there.
