Vergo at PH is closer to Big Mom in Wano than Mihawk at Baratie.
Main difference, Mihawk didn't go after strawhats or their allies, while Vergo did..
So yeah, Vergo ia an antagonist of PH, the strongest i would even say..
If you say he was just passing by, i disagree, but dont really need to change your mind

Zoro shows that people against who Luffy struggles arent much of a struggle for him.

FI - He could have beaten Hody, probably even Sanji could.
Punk hazard - Another arc with fodder villains, Vergo, the strongest there, was hyped a bit at the expense of Sanji but in the end was one shotted by Law.
Dressrosa - low/mid diffed the 2nd strongest.
Wano - took the 2nd strongest beast pirate but also shined vs Kaido and vs the strongest combo attack of Kaido and BM saving Luffy and the other dead weights. Also it is the first time Zoro get serious/goes all out since the start of the time skip.

We've had Luffy used the same exact attack on Hyouzou and Wadatsumi, and he only called one strong and made the other cry like a bitch.
Punk Hazard isn't even the same kind of arc as Dressrosa or Alabasta. It's just an arc for the upcoming big bad's subordinates like Whiskey Peak and Little Garden.
