It's actually Cosmic Law.
Nobody here really understands it, except people like myself, because it requires them to understand the Law of Attraction.
In Buddhism, dharma refers to "cosmic law and order", as expressed by the teachings of the Buddha. In Buddhist philosophy, dhamma/dharma is also the term for "phenomena".
It would be accurate to refer to it as Charisma/Magnetism.
If this was a roleplaying game, it's like having a charisma level maxed out.
Luffy succeeds where others do not because he abides by cosmic laws.
Buggy has the same power. Shanks and Blackbeard do not have it. At least, I'm fairly certain they don't. It would take some mental gymnastics and some panels for me to be convinced about it.

By that logic anyone with a crew or following has the same ability which isn’t the case.
Mihawk’s reaction obviously isn’t the same as his normal grumpy face or his reaction to luffys special power to gather people around him. And yes he was the first person to seriously attack luffy after the reveal besides marine fodder

He’s not a conqueror and he’s capable of having the same trait
There is no 100% sure formula to who gets conquerors or not that’s never been a thing.
Also again his reaction to finding out he had conquerors was different than him having the special trait.
The reasoning is different
The first time he was just testing luffy eventually giving up after vista. After finding out he had conquerors he was going for the kill
