What does it matter if they give a shit or not? They are swordsman. Zoro Goal is to be the strongest Swordsman. So for example their was a Swordsman out in the sea who was the strongest but doesn't give a shit about being the strongest. Zoro would still have to defeat him.

It matters because it makes Zoro's goal more meaningful if he fights people that are also trying their hardest to get there like he is. If nobody else wants the title it makes it seem less important for it to be his goal.

The narrative set up that PK was harder and what everyone wants way more even from mihawk him self and early in the story .
The titles are cool but it's not like most people try to get them like WSM or WSC or Yonko.
Hell most of top tiers we see not pure sword men so it's not like they give a fuck about that .

PK is harder because you have to hsve alot more shit then strength. Also it doesn't matter if Zoro opponents want to be the strongest. They just have to be strong Swordsman.

Even killer that had everything to be a great rival did not give 0 F about world strongest swordman .

They can be fighting their hardest for different reasons. Swordsman is just a fighting type. Roger was a Swordsman and he wanted to be PK and so is Shanks. Zoro wants to be the strongest. He don't give a shit if they have same goal has him. He literally told Cabji he doesn't care if he a Swordsman he has to surpass him.

The WSM is about the man who is currently the strongest person alive based on overall strength.

The WSS is about the person who is the strongest and has the most skill with the blade.

Anyone could theoretically challenge for each of these titles. Most people are challenging for the WSM title unconsciously probably.
