Zoro has a military goal just like Luffy the problem starts when no other pirate or even Marine has shown any interest on beating Mihawk or Challenging him, not even the swordsmen of the series. All Zoro's opponent comes from Luffy's direct rivals crews, Luffy has been fighting the entire series against Direct rivals for the PK title or the Marines, people who really want the One Piece and be Pirate King, on the other hand Zoro is mostly fighting guys who are just that loyal to their captain, which also fits his character but makes his ultimate goal seem shallow.
