Because the pacifista are currently distracted facing sea beasts and the pacifista are not het released

These (along with Saturn and whoever in the Marines survives the event) can act as the threat to escape "once" they open a way. I heavily doubt Oda would introduce these marines only to not expand and feature them this very arc.

I dont buy into Zoro being on the level of old Rayleigh considering that his haki feat is superior to anyone but Mihawk.
Zoro will prove it by beating the one who Rayleigh couldnt beat.
Zoro has already canonically lifted himself above the >handful of very strongest who arent capable of displaying haki at KOH levels.
