Being the strongest, regardless of which strongest title someone is aiming for, is easier because you only have to rely on yourself. If you're lacking in an area it's easier for you to figure that out and make necessary improvements.

Roger, even with his powerful crew, would have never became PK if you didn't beg WB for Oden. Oden was the last missing piece he needed. If Oden didn't leave his country Roger would have died before he became PK.

In mihawks eyes the pirate king fought all the other challengers took what he needed to and became king by force.
Which is why he responds to Buggy saying what you want us to go fight the other yonko when Buggy says he wants to be pk.
Same for kaido
Same for chinjao.

They all have a perception of Roger that isn't true.

Obviously, PK(or any goal really) is much easier than WSS which you can always be by hunting newbies, never even attempting or finishing a fight against someone strong. Heck from what we know you can be WSS without beating any notable swordsman!
