Lucci was the one to talk & give orders to Akainu during that Movie & led Operation there
He led Forces to invade Wano
He led Vegapunk's Assassination Team
He led CD's Protection in Mary Geoise
He was sent to Capture Vivi
He is Legendary Assassin & Worldwide Famous (Even Warlords consider him Super Powerful)
His Power is Second Only to Admirals among Characters we've seen Fight so far from WG Side
He Perfected Rokushiki Techniques
He is even Spandam's Superior
Gold Databook also stated that Spandam's Goal is to Dethrone Lucci

But having said that, after the Holy Knights and Garling in particular showed up, the Cp-0 don't need even strong fighters anymore.
So Lucci is not the head of the Cp-0, but is probably the strongest agent by far.

The actual Commander and Chief position (Kong, not Lucci) is probably the unofficial Fleet Admiral or Yonko
