Shanks has been pushing Buggy behind the scenes to get into the race for Laugh Tale because Shanks wants to see Buggy fight for his dreams.
I believe Shanks was behind both Buggy becoming a Warlord and then Yonkou.
And it's not because Shanks doesn't believe in Buggy. It's because Shanks wants Buggy to do his best. Becuase they're Nakama.

Do you know that Oda literally cosplays as Shanks at certain events? Oda worships the guy, and Oda's entire Manga is about friendship and freedom.
If you want to act like Shanks is an evil character, you can, but you're just ignoring Oda's entire presentation of the Manga while doing so.
Critizing Shanks is fine, but acting like Oda is going to turn Shanks into some evil dude who poisons his friends is ridiculous. Shanks barely shows up in this series, and, except for the first appearance where his editor forced Shank's arm off, all of Shank's appearances have had him overwhelming his foes entirely, or negating them.
The dude who shut down Marineford's war by stopping Akainu's fist didn't need to take out teenage Buggy to be successful, come on.
