Most likely, King has the highest position in the crew and is one of Kaido's three right hand men. I think Sasaki wants to get that position, so not only will he have the second highest authority in the crew but that he would also be more close to Kaido.

At least Fukurojuku explains the plothole why nobody informs Kaido. Fukurojuku didn't think that Luffy, Zoro, Killer, Kidd was enough to interrupt the banquet. Also there has been no information of samurais within the island according to him.
