I do think it's weird Oda showing the robot activating now and not before, Oda can make mistakes but that would be a big inconsistency.

Yes, I don't think it is inconsistency....maybe Luffy trying to control his awakening powers which he couldn't do when he fought Lucci...or something else...reason can be good or bad, but I don't think it is inconsistent..

Drums of liberation are active - something which wasn't the case with Lucci since Luffy still went easy on him - which means that Luffy's going all out now.

Really, it's likely Luffy's been using ACoC as well.
We still need more information though.

There is literally nothing pointing towards drums of liberation being some form in Gear 5 lol, Drums of Liberation is Gear 5.
