No, the Swordsmith said it pulls the users "Ryou" out on it's own. In Wano "Ryou" is the standardized word for Haki. This is where you guys are confused, because you think the people of Wano differentiate the two. They don't. The people of Wano don't know what "Haki" is, as confirmed by Hyogoro.

The dome is deactivated. That’s why the tank can pass through. If it wasn’t active then even that would’ve been shot down.
