That's how most series work imo. Last volume ended with that cool panel of Luffy, Kidd and Law saying "When you're at sea, you fight pirates", the volume before ended with Gol D. Roger himself appearing, the volume before that ended with Hiyori introducing Enma to Zoro, the only sword to wound Kaido etc.
