Especially since it's pretty clear that Observation Haki only works when characters are actually fighting.

When Luffy was sneaking into Onigashima, no one could "hear his voice" with Observation Haki.

That also explains how Kaido knew Big Mom lost: once her voice just disappeared, he realized she had stopped fighting, when the only way Big Mom would stop fighting is if she lost, or had destroyed all of her opponents. The fact that her voice disappeared DURING combat is what let Kaido know she had lost, meaning Observation Haki, or at least the versions we've seen, only work if the other person HAS dangerous intent/is fighting.

This is what makes Enel SOOOOOOOOOOO fucking broken for a pre-time-skip opponent, the man could casually sense people just mentioning his name from so fucking far away.

If Enel ever put work into CoA, he would be a true demon to fight.

Same thing with Carrot, to an extent. So many Straw Hats just need Haki to be able to match up to stronger enemies.

yes Usopp was focused on his targets when he unlocked observation. He already knew their exact location thanks to Viola who guided him. In the scene you don't see any other figures other than the ones he was already focused on.

But nj Wano felt like the most poorly paced arc of all and with so many darn pointless characters all over the place, while characters who actually mattered barely had any real development or even spotlight time and none even got a proper sendoff and just got handwaved away. Even Momo's goodbye to the crew felt so rushed.

Wanda is a case where you're trading overall sucking ability for top-notch-tongue, and I'd be willing to make that sacrifice (especially if Wanda is good with "Garchuing" with other Minks.

That is completely accurate. Aisa also passively sensed everyone around her and couldn’t sense voices disappear on bigger scale than the priests. The priests also sensed everything on upper yard.
So it was not just Enel who could do it.

The reason why this is not the case anymore in the new world is probably because CoO users can hide their intentions the better they are in using it. And therefore you have to further train your CoO to be able to tell what the other person will do or sense their presence. Example of what I mean. On fishman island Luffy senses Karibou and asks zoro and Sanji if they also sense e beast lurking. They say yes. Now they don’t seem to be able to do that anymore? That’s doesn’t seem logical. The only explanation is that CoO can hide their presence better and that’s why CoO can sneak attack CoO users. Of course non CoO users have no chance of sneak attacking CoO users.
This is also the reason why they could sneak attack Big mom and everyone on WCI and no one except Kata saw the attack coming although a lot have CoO. He saw it because he has trained his haki to the level where he can se the future and that bypasses the ability to hide your intentions.

Right but the "mantra" of the priests was essentially just observation haki. Whereas Enel's mantra is the closest you can get to the radar idea.

Enel used his fruit to magnify his mantra greatly.

Yes that is true. Because he combined it with the vibrations of his electricity and had in away a unique observation haki that no one else has. I was just commenting on the fact that sometimes it looks like observation in not working or not being used. Which I don’t think is the case, it’s just people hiding their intentions better.

This is how I think Shanks can hide himself from future sight users too. He uses CoC together with CoO to create a kind of black hole in the future and people like Kata cannot see him in the future that they see.
