I'd also like to point out that no Grade 1 has a Domain so far. Sorcerors wise, it's purely a Special Grade or comparable feat - only Yuta & Hakari have a DE.
Megumi was half way there & Gege also ranked Megumi > Nanami/Naobito/Maki when he made puppet of carnage Toji choose him.
Reg. Yuji, Mei Mei did make a comment saying "You are already on par with Grade 1" & Ino also compared Yuji to Nanami in terms of striking power.
Both Megumi & Yuji were definitely Grade 1 territory in Shibuya imo

Keep in mind, this was a mostly fresh Megumi compared to a spent Nanami, Naobito, and Maki.
Besides that, Toji choosing him out of all others also had an aspect of faith to it - it was bound to happen.

Imo it's laughable to be admited to Grade 1 if you don't have anti Domain abilities (i.e. a Simple Domain, Hollow Wicker Basket, Falling Blossom Emotion). Considering Grade 1 is where you start to tango with Special Grade Curses

Kusakabe said he would lose to any Special grade Curse, yet he's grade 1 because he beats 99% of all Grade 1 curses
Actually, I can easily see him defeating Kechizu which makes his statement extremely weird
Why didn't Gege just make Kechizu Grade 1 I will never understand

Nanami & Naobito had fought Dagon & Naobito had lost an arm ofc, but casting a Domain is also incredibly taxing.
Not to mention, Megumi had also fought before this & will fight after this.
So i think it should be fair to rank Megumi there, but he ofc lacks in experience compared to the other seasoned Grade 1s.

Tama no mae is the woman Geto used against Toji? Literally the only thing she does is cast a Domain
No reason to use early series Mahito when he ends up developing his Domain in his first arc.
And the finger bearers did cast proto Domains in both instances - they were just incomplete
