Historically, if Luffy and a main enemy has been on the cover alone, then that has been luffy's arc fight.

That's not the case for multiple characters on the cover along with luffy though. Look at the kaido zoro and luffy cover.

The similar attack but stronger than the one he did to Kaido that put Kaido on his ass. He went G3 body and spinned around with a bigger fist. The one with Kaido was base form. Luffy body didn't go big

And Kaido has a zoan and is a tanky fighter.
